Our commitment

Public Layer works to make this website usable by people with disabilities and to meet the same standard we implement for public entities.

Conformance status

This website aims to conform to the Web Content Accessibility Guidelines (WCAG) 2.1 at Level AA, the same technical standard the U.S. Department of Justice adopted for state and local government web content under ADA Title II.

We evaluate this site through automated testing (axe-core and HTML_CodeSniffer), keyboard-only navigation, zoom and reflow checks, contrast measurement, and simulated screen-reader review.

Measures we take

• Semantic HTML with landmarks and a logical heading order
• Full keyboard operability with visible focus indicators
• Skip-to-content link on every page
• Text and control contrast meeting or exceeding WCAG AA
• Reflow support down to 320 CSS pixels without horizontal scrolling
• Respect for reduced-motion preferences
• Spam protection evaluated for keyboard and assistive-technology use

Third-party service

Cloudflare Turnstile provides spam protection for the contact form through a third-party iframe. Because Cloudflare controls that interface, some aspects of its behavior fall outside our direct control.
