Our commitment

Public Layer is committed to ensuring that this website is accessible to everyone, including people with disabilities. We believe our own site should meet the standard we implement for public entities — no exceptions, no overlays.

Conformance status

This website aims to conform to the Web Content Accessibility Guidelines (WCAG) 2.1 at Level AA — the same technical standard the U.S. Department of Justice adopted for state and local government web content under ADA Title II.

Conformance is verified through automated testing (axe-core and HTML_CodeSniffer), keyboard-only navigation testing, zoom and reflow checks, contrast measurement, and simulated screen-reader review of every page.

Measures we take

• Semantic HTML with landmarks and a logical heading order
• Full keyboard operability with visible focus indicators
• Skip-to-content link on every page
• Text and control contrast meeting or exceeding WCAG AA
• Reflow support down to 320 CSS pixels without horizontal scrolling
• Respect for reduced-motion preferences
• Spam protection that does not rely on visual-only puzzles

Known limitations

The spam-protection widget on the contact form is provided by a third party (Cloudflare Turnstile) and rendered in an iframe we do not control. It is keyboard-operable and does not require solving a visual challenge. Client testimonials are currently representative placeholders pending publication of named engagements.
